PLC President Calls for National Mobilization to Restore State Institutions and End Coup

His Excellency President Dr. Rashad Al-Alimi, President of the Presidential Leadership Council and Supreme Commander of the Armed Forces, called on all Yemenis to rally behind the state project and support the armed forces and security agencies in the battle to restore state institutions and end the coup. He affirmed that the time has come to end the suffering caused by the Houthi terrorist militias.

In a statement addressed to the Yemeni people, the President announced the resumption of oil exports starting today, with all revenues to be directed toward serving citizens across the country. He said the proceeds would be used to meet the state’s essential obligations, including the payment of salaries, improvement of public services, and strengthening of economic stability, ensuring that Yemen’s national wealth benefits all Yemenis rather than remaining hostage to the militias’ adventurism and extortion.

President Al-Alimi stressed that the state had never ceased seeking peace and alleviating the suffering of its people. However, he said the Houthi militias had consistently chosen escalation, rejected humanitarian initiatives, and exploited the hardships of Yemenis to advance their own agenda. He expressed confidence that, just as Yemenis had once defended the Republic, they would now prevail in restoring the state and bringing the coup to an irreversible end.

He said the past years had demonstrated beyond doubt that Yemen’s tragedy was not inevitable but rather the direct consequence of the Houthi terrorist coup, which had exploited the suffering of citizens to serve the Iranian regime’s agenda and drag Yemen into its regional conflicts.

The President also renewed his appeal to citizens in governorates forcibly controlled by the militias to rally behind the state and the republican system. He described them as the only guarantee for security, stability, and the future that all Yemenis deserve.

The following is the full text of the President’s statement:

In the name of Allah, the Most Gracious, the Most Merciful

My great Yemeni people,

Heroes of our Armed Forces and Security Services,

Today I address you at a defining moment in our nation’s history, after long years of war, suffering, hunger, and oppression. The recent developments have confirmed beyond any doubt that this tragic situation was never an unavoidable fate, but rather the direct result of a terrorist militia that chose weapons over the state, sectarianism over citizenship, and the interests of the Iranian regime over those of the Yemeni people.

Our people have endured greatly. They have borne the suspension of salaries, the collapse of public services, the destruction of the economy, the displacement of millions, the loss of loved ones, and years of fear, oppression, humiliation, killing, and persecution.

This suffering was not the result of the alleged blockade promoted by the militias. It was the outcome of a project built on perpetual war and on exploiting the pain of Yemenis while maintaining control over them through force of arms.

Free Yemenis everywhere,

Brave members of our Armed Forces and Security Services,

Since their violent coup against the national consensus until this very day, these militias have not built a single school, established a hospital, protected a citizen, or created hope. Instead, they have killed Yemenis, recruited children, destroyed homes, looted salaries, confiscated humanitarian aid, impoverished the population, forcibly disappeared thousands into their prisons, and transformed state institutions into instruments of repression and terrorism. They have shown no hesitation in humiliating every free voice, every tribe that refused submission, and every national figure who remained committed to the Republic and the state.

Yemen’s tribes, which throughout history have been the steadfast defenders of the Republic, have been subjected to systematic campaigns of humiliation, persecution, and exclusion because this group believes neither in partnership among Yemenis nor in equal citizenship. Instead, it believes in supremacy and monopoly, viewing the state as an enemy to its project and every free citizen as an adversary to be subdued.

By contrast, the state has never abandoned its efforts to alleviate the suffering of its people. We have presented initiative after initiative, opened every possible path to peace, and dealt with humanitarian, regional, and international efforts with the highest degree of responsibility. We sought, through every available means, to resume operations at Sana’a International Airport in a manner that would ensure citizens could travel legally and safely aboard the national carrier, Yemenia Airways. We responded positively to every proposal that could ease the hardships of Yemenis.

Yet these outlaw militias rejected every one of those efforts because they did not seek an airport serving the people. They sought flights serving their leaders and families, the operation of Iranian aircraft outside the sovereignty of the Yemeni state, and the transformation of Yemen into an open platform for the Iranian project.

When the state’s firm and responsible position exposed the militias’ deception, Yemenis became fully aware of their attempts to suffocate every opportunity for normal life and impose a de facto blockade. Faced with the failure of that strategy, the militias reverted to their pre-planned agenda of dragging Yemen into Iran’s reckless regional wars. They also continued to threaten international maritime security and global energy supplies.

To our people across all governorates, especially our fellow citizens in areas forcibly controlled by the militias, I say: do not be deceived by incitement and false slogans. Do not allow your sons to become fuel for futile wars. Those who now claim to be lifting the blockade are the very ones who deprived you of your freedom, looted your children’s livelihoods, withheld your salaries, closed the doors of opportunity before your youth, and turned your suffering into a tool for blackmailing the world.

The time has come for Yemen to restore its state, for citizens to regain their dignity, and for this prolonged nightmare to come to an end.

Accordingly, I call upon all Yemenis, our proud tribes, the national forces, youth, women, and every free citizen to rally behind the Armed Forces, all military formations, and the security services. I urge them to support these institutions in carrying out their national duty of protecting the Republic, safeguarding Yemen’s sovereignty, and restoring state institutions. Together, we must bring an end to this coup, which has brought our country nothing but destruction and devastation.

I also wish to remind you that the government exercised the utmost restraint after the militias deliberately targeted the country’s vital oil facilities in an attempt to plunge Yemen into a comprehensive humanitarian crisis.

At that time, the government requested urgent support from our brothers in the Kingdom of Saudi Arabia to sustain the state’s general budget and national institutions. The Kingdom’s leadership responded to that appeal with a noble brotherly stance that helped restore the country’s promising path toward recovery, God willing.

As part of our responsibility to alleviate the suffering of our people, we hereby announce the resumption of oil exports by every available means, effective today. The revenues will be directed to serving the Yemeni people throughout the country, foremost by meeting the state’s essential obligations, paying salaries, improving public services, and supporting economic stability, ensuring that Yemen’s wealth belongs to all Yemenis rather than remaining hostage to the militias’ adventurism and extortion.

My great Yemeni people,

This stage demands solidarity, confidence in the state, and standing together behind the republican project. Yemen has no future under the rule of armed groups, no security under the coup, and no peace under a project founded on perpetual war.

The future will be built by the state, by free Yemenis, safeguarded by your Armed Forces, and protected by your national will.

I have full confidence in our great people, our courageous armed forces, and all our national forces. Just as Yemen once triumphed in defense of the Republic, I am confident it will now triumph in restoring the state and turning this painful chapter forever.

Mercy to our martyrs.

Speedy recovery to the wounded.

Freedom for the detainees.
