PLC President Chairs Mini Cabinet Meeting on Recovery Efforts, Regular Salary Payments, and Service Provision

President Dr. Rashad Mohammed Al-Alimi, President of the Presidential Leadership Council (PLC), chaired a mini cabinet meeting today, Saturday. The meeting was attended by PLC members: Sultan Al-Aradah, Governor of Marib Governorate, and Salem Al-Khanbashi, Governor of Hadhramout Governorate, along with Prime Minister, the Minister of Foreign Affairs and Expatriates Dr. Shaea Al-Zandani.

The meeting, which was also attended by Mr. Ahmed Ghaleb, Governor of the Central Bank of Yemen and Mr. Hossam Al-Sharjabi, Head of the Economic Team, reviewed the implementation of Presidential Leadership Council decisions, particularly Resolution No. (11) of 2025. It also discussed scheduled government commitments stemming from previous meetings, including the urgent response to the issues of public-sector salaries and electricity services.

Participants received briefings from the Prime Minister, the Central Bank Governor, and the Ministers of Information, Local Administration, Finance, Electricity and Energy, and Oil and Minerals on financial and economic performance indicators, progress in comprehensive reform efforts. Participants also were briefed on measures to combat misinformation, and initiatives aimed at strengthening the growing international confidence in the government and its institutions as a serious and responsible partner across various sectors.

In this context, the meeting welcomed the World Bank Group’s announcement issued on Friday regarding the approval of a new Country Partnership Framework for Yemen for the period 2026–2030 and a new financing package worth $285 million. The meeting described the move as a positive indicator of the tangible improvement in confidence in state institutions and the government’s efforts to enhance economic stability, improve services, and strengthen national institutional capacities.

The meeting renewed its profound appreciation to the Kingdom of Saudi Arabia, led by Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud and Crown Prince and Prime Minister Prince Mohammed bin Salman bin Abdulaziz, for their sincere and continued support for Yemeni state institutions. The support has been provided through economic grants, budgetary assistance, and projects implemented by the Saudi Program for Development and Reconstruction of Yemen. The meeting also commended the humanitarian interventions carried out by the King Salman Humanitarian Aid and Relief Center, which have contributed to supporting state institutions and alleviating the suffering of the Yemeni people. These contributions have played a decisive role in preserving the cohesion of state institutions and alleviating the suffering of the Yemeni people caused by the Iran-backed Houthi terrorist militias.

The meeting also praised the new Saudi fuel grant valued at $150 million for the operation of power stations, provided through the Saudi Program for Development and Reconstruction of Yemen, describing it as significant support for government reform efforts and the state’s capacity to meet its essential obligations amid the country’s exceptional challenges.

The participants emphasized the importance of teamwork to accelerate implementation, improve performance, strengthen revenue-generating institutions, enhance governance, transparency, and anti-corruption measures, and keep citizens regularly informed of achieved results.

President Al-Alimi expressed his appreciation for the government’s efforts during the past period and the important reform measures achieved despite the complex economic and financial challenges facing the country at all levels.

His Excellency stressed the need to build on this progress through greater seriousness, discipline, and tangible reforms on the ground. He affirmed that the success of any economic reform would ultimately be measured by its ability to achieve three key objectives: ensuring regular salary payments, improving living conditions for public employees, and sustaining essential services—particularly electricity—while strengthening the state’s ability to fulfill its obligations toward citizens.

The President said: “We expect periodic assessments of the initial impact of the reform measures undertaken, and of the actual progress achieved in enhancing public revenues, reducing waste, closing corruption loopholes, combating smuggling, and improving the efficiency of public spending”. He added: “in a manner that reinforces the confidence of citizens and regional and international partners in the ongoing reform process.”

President Al-Alimi noted that the new Saudi grant for the electricity sector came at a critical time, reaffirming the depth of the strategic partnership between Yemen and Saudi Arabia. It also stressed the Kingdom’s commitment to easing the suffering of the Yemeni people, supporting economic stability, and advancing the government-led recovery programs.

He underscored the importance of making optimal use of the grant through a clear operational plan aimed at enhancing power generation and collection efficiency, improving the technical readiness of power stations, and maximizing the quality of services provided to citizens during the current summer months.

He also stressed the need to implement sustainable solutions that would help prevent similar crises from recurring in the future.

The meeting approved a number of measures to address the energy crisis, including securing fuel supplies to the interim capital, Aden, and supporting the government’s plan to increase power generation capacity according to the established timetable.

It also approved a comprehensive review of the performance of revenue-generating institutions, strengthened partnership with the private sector, and endorsed the government’s media program aimed at enhancing transparency and combating corruption.
