President Rashad Al-Alimi’s Address to the Yemeni People

In the Name of Allah, the Most Merciful, the Most Compassionate

O great Yemeni people,

I address you today after decisive days and difficult decisions whose purpose was not the use of force, but the protection of citizens and the preservation of their dignity, at a moment that tolerates neither ambiguity nor compromise. It is a moment that requires clarity, honesty in assuming responsibility, and full commitment to the Constitution, the law, and the references of the transitional phase.

As President of the State and Supreme Commander of the Armed Forces, I reassure you that the process of taking over military camps in the governorates of Hadhramout, Al-Mahrah, the interim capital Aden, and the rest of the liberated governorates—undertaken to protect you, safeguard the legal status of the state, and fortify the governing references—has been completed successfully. This was achieved by the grace of Allah and through the awareness of all Yemenis, civilians and military alike.

It was also made possible by the high sense of responsibility shown by state institutions and the armed forces, as well as the support of loyal brothers, in overcoming attempts to undermine security and stability or exploit legitimate causes.

Based on our firm belief in the magnitude of the responsibility to build a present and a promising future, with Allah’s help, that fulfills the legitimate aspirations of all, we—together with my brothers in the Presidential Leadership Council and the government—have taken and will continue to take the necessary decisions and directives that serve all citizens across all governorates.

O great Yemeni people,

We responded to the call of our brothers from the southern governorates and their components to convene a comprehensive Southern Dialogue Conference under the generous patronage of the brotherly Kingdom of Saudi Arabia.

Our response is rooted in our conviction in the just Southern Cause, which remains a top priority.

It also reflects our appreciation of their long national struggle throughout various stages.

I reaffirm that their great sacrifices will not go in vain. The just Southern Cause has never been questioned during this era, nor have their rights been denied. We have committed—both in word and deed—to addressing it within the frameworks of the transitional phase, with regional and international guarantees, and through a responsible partnership that preserves dignity and safeguards the future. We will support the outcomes of the Southern Conference with full responsibility and sincerity.

O great Yemeni people,

What our country has suffered over the years is a natural result of the coup carried out by the Iran-backed Houthi terrorist militias. The regime is now facing the anger of its own people after years of oppression, the diversion of national resources to destabilize regional security, threats to Arab national security, and the creation of militias and terrorist arms that have since collapsed one after another.

The Houthi coup militias continue to refuse to sit at the dialogue table to end the crisis and restore the state, despite the Council’s clear message since its formation: either to choose peace, or to proceed with completing the battle and ending the threat posed by the coup against constitutional legitimacy.

Today, more than ever, we need unity, solidarity, and the addressing of our national issues. We must prioritize wisdom and mobilize all energies toward restoring state institutions, securing the factors of victory, and avoiding the management of differences through the logic of weapons, the undermining of references, or the confiscation of the will of citizens in both the North and the South.

We reiterate the state’s commitment to close partnership with brothers in the leadership of the Coalition to Support Legitimacy and with the international community to combat terrorism, curb arms smuggling, secure maritime routes, and deter cross-border threats.

Accordingly, I call on all those who have lost their way to surrender their weapons, return looted property in all its forms, and return to the ranks of the state that embraces all.

O great Yemeni people,

I have directed all governors to double their efforts and exercise the utmost sense of responsibility and discipline during this exceptional phase.

The directives aim to ensure the continuity of vital services, improve living conditions, and preserve the human dignity of citizens amid existing challenges.

I affirm that enhancing security, addressing any security gaps or vulnerabilities, and protecting social peace are not options subject to delay or bargaining. Rather, they are a fundamental national commitment and a sovereign duty imposed by the requirements of this stage, to ensure the cohesion of state institutions, consolidate stability, and strengthen our nation’s ability to withstand dangers and challenges.

In this context, I announce the formation of the Supreme Military Committee under the leadership of the Coalition to Support Legitimacy, tasked with preparing, equipping, and commanding all military forces and formations, and supporting them in readiness for the next phase should the militias reject peaceful solutions.

O great people,

In conclusion, I extend my thanks and appreciation to the heroes of our valiant military and security forces in all their formations and units. I also pay tribute to all the righteous martyrs, civilians and military alike, whose sacrifices will remain immortal in the memory of our dear homeland. To those who were misled among our people during the recent escalation in the southern governorates, I have directed that the wounded receive care and necessary treatment, that the families of martyrs be supported, and that injured civilians receive appropriate compensation.

I also reaffirm Yemen’s—leadership, government, and people—deep appreciation for the sincere fraternal role played by the Kingdom of Saudi Arabia, under the leadership of the Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud and His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister.

This support for Yemen’s people, government, constitutional legitimacy, unity, security, and stability reflects a profound understanding of shared interests and common challenges. This sincere support across all fields will remain immortal in the national memory and a source of loyalty, appreciation, and responsible partnership for the stability of our country and the region.
